Ellen Stang, MD
President. CEO. Founder


Dr. Ellen Stang is the founder of ProgenyHealthSM. As the President and CEO of the company, she is responsible for the strategic direction and daily operations of the company while also overseeing all medical management and quality management initiatives. Her primary goal at Progeny is to create a culture and work environment that promotes and inspires an active, continuous improvement philosophy with regard to products and services. Dr. Stang’s leadership is present and valued throughout the organization as Progeny continues to succeed and grow in this ever changing health care environment. ProgenyHealthSM under Dr. Stang’s leadership provides neonatal care management services on a national scale, working with NICUs in over 31 states.

Prior to founding ProgenyHealthSM, Dr. Stang was a Regional Medical Director at Keystone Mercy Health Plan. During her tenure there, she developed and implemented a successful neonatal management program which was used as a model to share with their affiliated health plans. Before entering managed care, she enjoyed many years in private practice as one of the founding partners of Bucks County Pediatrics, a practice of the University of Pennsylvania Health System. While in private practice, she was Co-Director of the newborn nursery for the newly established maternity wing at the Bucks County Campus of the Medical College of Pennsylvania.

Dr. Stang is board certified and a member of the American Academy of Pediatrics. She attended Dickinson College for her undergraduate studies where she was Senior Class President and a member of the Omicron Delta Kappa National Leadership Honor Society. Dr. Stang received her medical degree from the Pennsylvania State University College of Medicine and completed her residency at Saint Christopher’s Hospital for Children in Philadelphia.

Donna P. Scott, MD, MBA
Medical Director

Dr. Donna Scott is the lead Medical Director at ProgenyHealthSM. In this position, Dr. Scott oversees both the utilization management and case management programs. She supervises the clinical care nurses who interface directly with NICU providers and ensures compliance with URAC and client-specific standards. She also oversees the neonatal /pediatric case managers who work with families and primary care providers to keep our NICU graduates healthy throughout the first year of life.

Prior to joining ProgenyHealthSM, Dr. Scott spent 14 years as a Pediatric Hospitalist and served as the Director of Inpatient Pediatrics at two hospitals in the Philadelphia area. She was the proud winner of the Outstanding Teaching Attending Award. She also served as a Medical Director for a Pennsylvania Medicaid health plan where her main responsibilities were to conduct concurrent reviews, evaluate requests for prior authorizations and home care, and to conduct first and second level appeals.

Dr. Scott received her BS in Biology from Widener University and earned her Master’s Degree in Microbiology from The Pennsylvania State University. She received her Medical Degree from The Medical College of Pennsylvania and completed her residency in Pediatrics at The Thomas Jefferson University Hospital and the Alfred I. du Pont Hospital for Children. In addition, she received her MBA in Medical Services Management from The Johns Hopkins University. She has a special interest in child abuse and remains an active member of her county Child Death Review team.

Michael N. Musci, DO, MBA
Associate Medical Director

Dr. Michael Musci supports ProgenyHealthSM with their business development initiatives. In addition, he works as an Associate Medical Director, supporting the clinical care nurses to ensure providers are utilizing evidence-based best practices in their day to day management of neonatal cases. In conjunction with the nursing team, Dr. Musci ensures that the case reviews are completed in the required time frames to be in compliance with URAC and client-specific standards.

Dr. Musci is a physician executive with broad and deep experience in health plan development and operations, disease management and government sponsored health care. Prior to joining ProgenyHealthSM, he acted as the National Medical Director at the Amerigroup Corporation and CEO of Amerigroup Community Care in South Carolina.

Dr. Musci is board certified in neonatal-perinatal medicine and a past President of the American College of Osteopathic Pediatricians. He also served on the Board of Directors of the Southern New Jersey Perinatal Cooperative.

Dr. Musci attended Oakland University for his undergraduate studies. He received his medical degree from Michigan State University and completed his fellowship in Neonatology at the Children’s Hospital of Philadelphia. In addition he obtained a Master’s of Business Administration at Saint Joseph’s University in Philadelphia, PA.

George Foley IV, RN
Director of Operations and Quality

George Foley is the Director of Operations and Quality Assurance at ProgenyHealthSM. In this role, he is responsible for shaping and developing an operational strategy for the organization in order to grow and support the long-term goals of the company through programs designed to minimize costs and enhance efficiencies. In addition, he is responsible for quality improvements which will help to increase customer loyalty and satisfaction.

Mr. Foley has nearly 15 years of clinical and business healthcare experience with a solid history of driving growth and exceeding expectations in various clinical, sales and executive roles in the Hospital, Pharmaceutical/Medical Device and Case Management settings. He is a licensed registered nurse.

Mr. Foley began his career as a registered nurse at Thomas Jefferson University Hospital. He later joined AstraZeneca LP, assuming positions of increasing responsibility in the Product Safety and Medical Information departments. Following his tenure at AstraZeneca, Mr. Foley worked in medical device sales for Kinetic Concepts, Inc., where he was a recipient of the ”Rising Star” award for the company’s Wound V.A.C, a negative pressure wound healing device.

Most recently, he served as Director, Operations, Quality Assurance and Operational Business Development for ITA Partners, a start-up oncology case management company. As a member of the Executive Management Team, he was responsible for ensuring delivery of quality service and value to patients, physicians and payers, while meeting Company goals and objectives from an Operational standpoint. He successfully led efforts to develop and improve the company’s services, processes and SOPs to ensure the highest level of operational efficiency and customer satisfaction, while maintaining fiscal responsibility.

Mr. Foley received his nursing degree from the Methodist Hospital School of Nursing in Philadelphia and holds a Bachelor’s of Nursing from Immaculata University.

Letitia M. Lieb, MHA
Director of Client Services

Letitia Lieb is the Director of Client Services at ProgenyHealthSM. In this role, she oversees new client implementations, manages all health plan relationships, develops public relations strategy and supports marketing and sales initiatives. Additionally, Letitia is responsible for the development and facilitation of the annual client satisfaction surveys.

Ms. Lieb has 22 years experience in the regional healthcare marketplace, which includes 15 years in the managed care industry. This experience has given her a diverse background with demonstrated successes in relationship management, network development, marketing and customer service.

Prior to working at ProgenyHealthSM, Letitia was the Associate Vice President of Pediatric and Ancillary Services at Keystone Mercy Health Plan (KMHP). She was responsible for establishing contracts and managing the Plan’s relationships with pediatric hospitals, pediatricians, FQHCs, District Health Centers, DME Companies, Home Health Agencies and other ancillary providers. In this role, Letitia managed provider relationships which accounted for $200,000,000 in annual expenses.

Prior to joining KMHP, Letitia was the Director of Provider and Member Services for QualMed Plans for Health. Additionally, she spent time as the Manager of Managed Care Contracting for Integrated Health Networks and as a Planning Associate for Main Line Health.

Letitia has a B.S. in Business Administration from the University of Dayton, and an M.H.A. from The Ohio State University. She is also an alumnus of the Philadelphia Leadership Program. Letitia serves on the Board of Directors for the United Cerebral Palsy Association of Greater Philadelphia.

Gina Arnold, MBA
Director of Human Resources

Gina Arnold is the Director of Human Resources at ProgenyHealthSM. As the Director of HR, she supports ProgenyHealthSM in addressing the company’s growing Human Resources needs. Through partnership with the President and Progeny leadership team, Gina develops and implements various human resource programs and initiatives that support strategic business operations.

She oversees the development and implementation of comprehensive human resource functions including: policies and procedures, training, compensation, employee development, recruiting strategy, employee retention, benefits and employee relations.

Outside of Progeny, Gina is a member of various local human resource networking groups. She has over 15 years of experience in different human resources roles. In these positions, she has worked with business leaders to improve and maintain a variety of HR strategies in the banking and pharmaceutical industries as well as many small businesses.

Gina attended the University of Delaware for her undergraduate studies where she graduated with a BA in Psychology. She went on to continue her education at Drexel University, where she received her Master’s in Business Administration. One of her major achievements at ProgenyHealthSM is the development of a recruitment and retention strategy which has enabled the ProgenyHealthSM staff to grow rapidly over the last several years.
